Signs Russia is running out of places to base her. The Baltic is now a NATO sea, the Black Sea is blocked off by Turkey. Which leaves the Pacific and Murmansk where she is almost certainly just as vulnerable due to her ancient and run down state.

That kind of ship is a literal budget drain.
Maintaining, repairing, upgrading, refitting, etc... is simply not sustainable and would cost more than investing in brand new ships.

Also modern and current naval doctrines further made that kind of huge surface units pretty much irrelevant and outdated.
