There have been numerous instances over the past five years where exactly that has happened - concealed firearms carrier has shot and disabled/killed would be mass shooter.

In Germany, almost only “police officers” are allowed to carry firearms. In this respect, it is very unlikely that someone carrying a firearm would take out a potential attacker with gunfire. However, as the “Alahs Snackbar Pilgrims” here mainly use knives, the knife law is tightened every few months, mainly to the detriment of people who carry a pocket knife for hobby or professional reasons. All the tightening up is only aimed at “normal citizens”, because the attackers almost only use kitchen knives that they steal from supermarket shelves, or if they carry another knife with the aim of killing people, they don't care whether they are breaking the knife law... But if I'm caught in the wrong place with a pocket knife on my belt, that has dramatic consequences for me as an ordinary citizen, even though this type of knife is almost never used for knife attacks... We live in Absurdistan.

I had the misfortune to be on the wrong end of a similar incident.
An aggressive guy was having a temper tantrum at work.
We went to the alarm, he responded with "why did I scold his mother" and then in a flash he pulled a (luckily closed) security scalpel from his pocket and held it to my case. If this guy is really crazy, I'm dead. (as it turned out he came from an environment where everything was solved with violence, subculture yeah...)
So neither me nor my partner would have stood a chance. Since then I believe even less in the lone cowboy bullshit.

But I could be wrong, pls list the times when a civilian gunman PREVENTED the terror attack.

I doubt it but it's possible. In MN, a special election will be called to fill the vacancy or vacancies if the worst happens. In the mean time, the legislature would probably stop functioning as no one could get anything through due to lack of a majority in the state senate.

Given how people tend to vote, my guess is that any open positions would be filled by people of the same party.

There's a lot of information floating around about the alleged shooter, much of which seems to conflict. It'll be interesting to see which of these "facts" are found to be true and which are not true. At this point, just about anything is possible. He might be right wing or left wing. The only thing certain is that he's a nut job, provided that it turns out to be the originally identified suspect.

On the point of it not being the originally identified suspect, I believe that the odds are that it is the originally identified suspect, but it seems premature to rule out other possibilities at this time.
