Why CTOL and not VTOL? is it merley due to costs?

It's about the cost-effect ratio. The greater complexity of the F35B (VTOL) structure is also important.
The VTOL version is not necessary, Poland does not have aircraft carriers nor does it plan to participate in missions requiring such capabilities. It is better to allocate funds for the purchase of parts and armament.
And by the way, it would be good to restore the old DOL concept (Drogowe Odcinki Lotniskowe - road sections used as field airfields).

Polish frigate ORP "Gen. K. Pułaski "(OHP class), a member of the NATO SNMG1, conducts operations at sea together with allied ships. Currently, the Group operates in the Baltic Sea, where, among other things, it trains with units of the Finnish Navy.

And With her Turkish Sister F-496 "TCG Gökova". Nice pic to showthe main characterisitical differences of the Turkish "Gabya Class" OHPs that was added with GENESIS upgrade in addition to new combat management electronics such as the Mk.41 8 cell VLS for ESSM and Smart-S Mk.2 radar.

They passed dozens of kilometers, ate little, hardly slept at all. They had to fend off the enemy attack, help the wounded, and prove that they were in excellent physical and mental condition.
That's what Hell Week looked like, or the certificate crowning the basic training for the soldiers who wanna become part of elite Military Gendarmerie Special Unit.
