Basic Soviet doctrine. The previous wave got mauled? Shove the wounded to the side and send in the next wave. At least they've have a slightly higher chance of success because they can use the knocked out vehicles for cover. The soviets preferred to raise new units rather than reinforce existing ones that had been mauled. "Reinforce success, abandon failure".After seeing so many pictures and videos, I am amazed that Russians seem to put little or no effort into recovering their dead or damaged vehicles.
The moment they entered Ukraine everyone from privates to generals were using stolen cell phones and civilian radios. They didn't bother with any other basic soldiering skill either. Do you actually think anyone used encrypted comms before that? ?Either Russian encryption got pwned, or there is a high level mole in the Kremlin. Or both.
