These tests are meant to check the network will worked in case of disconnection from outside. Since the start of wide scale US gang's aggression against Russia in 2014, Russia is making great efforts to secure own internet infrastructure. We already replaced significant part of western hardware and software in the networking (ie routers, switches, servers etc for internet providers) with the Russian (or Chinese, if there is no Russian alternatives at the moment).

For the online services - Russians always prefer local ones that we have since forever. Russia is the one of two countries in the world that have most own online services and not relied on US. We have Yandex (Google), Yandex Go (Uber), Ozon (Amazon), VKontakte (Facebook) and million other russian services. I actually use russian services most of the time, because western are just suck when compared to russian at least here in Russia. The only western service that have not better Russian alternative i can imagine it is YouTube.
