Georgian defence minister presents plans – calls for production of all weapons, except nuclear

Reform of the reserves – everyone into the army!
Garibashvili believes the Georgian army is losing valuable resources by not calling on men aged 18 to 50 to serve.

He noted there are around 785,000 men that fall into this age range, and that the population should undergo both short-term retraining courses, but also six- and nine-month courses, as a result of which the country will have “about one million trained men.”

“This is a resource of our country which must be used correctly. I believe that our cooperation will be fruitful”, said Garibashvili.

Raising salaries and discipline

Garibashvili said one of his main tasks as minister would be to ensure decent living conditions for servicemen and increase salaries.

“Particular attention will be paid to order, discipline, nutrition, equipment, weapons. We will work to improve the living conditions of the military, increase social conditions. We will increase salaries, the military will have a decent health package and decent insurance,” Garibashvili said.

The army in every family
Garibashvili believes that discussions on military-patriotic topics should be conducted from kindergarten, and this issue “should be the concern of every family.”

He said special school textbooks have already been developed aimed at strengthening military-patriotic education.

“One of our main foundations should be a strong army. Respect for the army should be increased, its prestige should be increased, the army should be the subject of pride for each of our citizens. The army should be in every family,” Irakli Garibashvili said.

Arms production
Garibashvili says the production of weapons of all kinds, except nuclear, should begin in Georgia. The country spends millions on the purchase of weapons and ammunition – and thus, Garibashvili says, it would be better for the country to begin producing its own arms.

He mentioned an initiative to build a bullet producing factory.

“The project to build such a plant was crucial even when I was working as prime minister … We must do this, and we must start today. Of course, we must arrange the production of all weapons except nuclear. I think that we can solve this problem,” Irakli Garibashvili said.

Revival of the Tbilisi aviation plant
Garibashvili said that in Georgia it is necessary to resume the production of military aircraft production, meaning the revival of the Tbilisi aircraft factory, which worked in Soviet times.

“Georgia was an exception in the region, in the sense that there was high-tech production here. And today the so-called 31st factory continues to exist, where military aircraft were produced.

“Fortunately, there are still intellectual resources in our country, those workers who worked to create this unique high-tech product still live in our country. I am going to raise this issue at a government meeting. We must use this unique opportunity – a chance to restore the production of military aircraft,” Irakli Garibashvili said.

NATO, peacekeeping missions and false illusions

Cooperation with NATO and military cooperation with partner states, according to Garibashvili, will remain a priority.

“We are reliable allies and are the most successful graduate students in the entire region. The great merit of our military, its heroism, is that Georgia makes a significant contribution to the security of the Euro-Atlantic area. We will continue cooperation with NATO, we will fulfill our commitments, implement recommendations, following the principle of “More NATO in Georgia and more Georgia in NATO,” Garibashvili emphasized.

At the same time, touching upon NATO membership, Garibashvili said that “the population should not have false illusions, since the political decision on the issue of joining NATO depends not only on us.”

“We must form real expectations. Our foreign strategic partners, whether America or Europe, have always offered us to formulate these expectations as reasonably as possible so that there isn’t the disappointment that befell us in 2008, when Georgia was embraced by festive moods, the expectation of triumph, and in the end it all ended in the August war”, said Garibashvili.

Who are we fighting with?
Garibashvili said all these projects must be realized, because “Georgia has the hardest challenge – this is the occupation.”

“20 percent of our territory is occupied. Therefore, we must have a strong army,” he said.

At the same time, Garibashvili noted that “the strengthening of the Georgian army is not directed against anyone or anything.”

“I want to clearly indicate that the strengthening of the Georgian Ministry of Defense’s forces is not directed against anyone. The purpose of this reinforcement is only to increase the capabilities of defense and serves only to strengthen the security of our region”, said Garibashvili.

Ukrainian forces have received their first Bars-8MMK (mobile mortar complex) vehicles from Ukroboronservice, Ukroboronprom announced on its website on 25 September.

The defence conglomerate said Ukroboronservice had successfully completed acceptance tests with the vehicle, covering tactical and technical characteristics, as well as firing trials, with a Ukrainian military unit.

It added that the mortars are built using NATO-compatible components within the framework of Ukraine's 2017 state defence order, which aims to modernise the Ukrainian armed forces.

The system utilises the Alakran mortar system from NTGS. It is armed with a 120 mm smoothbore mortar supplied by Ukraine, and the Alakran mount enables it to be deployed and ready to fire within 35 seconds, according to Ukroboronservice.

The State Department has made a determination approving a possible Foreign Military Sale to Ukraine for one hundred fifty (150) Javelin missiles and related equipment and support for an estimated cost not to exceed $39.2 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Ukraine has requested to buy one hundred fifty (150) Javelin missiles and ten (10) Javelin Command Launch Units (CLUs). Also included are training devices, transportation, support equipment, technical data and publications, personnel training and training equipment, U.S. government, engineering, technical, and logistics support services, and other related elements of logistics support tools and test equipment; support equipment; publications and technical documentation; spare and repair parts; equipment training and training devices; U.S. Government and contractor technical, engineering and logistics support services; and other related elements of logistical, sustainment, and program support. The total estimated cost is not to exceed $39.2 million.

Lithuania:
In the end of September specialists of the Lithuanian Air Force began tests of the NASAMS medium-range air defence system made for the Lithuanian Air Force at the Kongsberg factory in Norway. Components of the weaponry system produced specifically for the Lithuanian Air Force will be first tested at the factor and then put to field trials when the air defence systems are brought to Lithuania.

The trials will assess technical and tactical conformity of NASAMS components to the determined weaponry specification. The tests will run until February 2020 and test all the NASAMS components – missile launchers, radars, electro-optical sensors, components of integration with the RBS70 short-range air defence systems, communication, and control components, and vehicles.

The NASAMS medium-range air defence system is planned to be delivered to Lithuania by the end of 2020.

Once the systems are delivered, specialist operator training will begin at the Lithuanian Air Force Air Defence Battalion.

The contract for procuring the NSAMS mid-range air defence system for the Lithuanian Air Force was signed by the Ministry of National Defence and Norway’s Kongsberg NASAMS manufacturer on 26 October 2017.

For the sum of EUR 110 million, equipment for two air defence batteries and logistical maintenance package, as well as training for operators and maintenance personnel of the system are bought from Norwegian NASAMS manufacturer Kongsberg.

Upon the completion of the project, Lithuania will have acquired a complete and integrated medium range air defence capability.

Ukraine:
The State Border Guard Service of Ukraine has taken delivery of 2 H125 helicopters. The rotorcraft arrived in Kyiv this week.
On July 14, 2018, the Ukrainian Interior Ministry signed a contract with Airbus Helicopters for the purchase of 55 H225, H145 and H125 helicopters for the ministry. The unified aviation security and safety system of Ukraine is set to be replenished with 55 helicopters.
Of these, the State Border Guard Service will receive 24 helicopters. Before that, specialists who will service aviation and radio-electronic equipment, as well as pilots, had gone to France to undergo training.

Ukraine's military says 2,576 units of its weaponized armoured vehicles and equipment were damaged between April 2014 and June 2016 in the combat zone of the two easternmost regions where a war with Russia-backed separatists still rages.

Most of the losses -- 2,185 units -- were caused by enemy shelling, armed clashes, and landmine explosions, the Ukrainian-based Defence Express magazine reported on February 11, citing data received from the Defence Ministry.

Exactly 1,201 infantry fighting vehicles and 440 tanks were damaged during this period, the most among the various armoured vehicles.

According to the cited data, the most common cause of damage was fire from rocket-launcher and artillery systems, as well as mortars.

Forty-five percent of the total damage, or 1,159 armoured vehicles, were damaged in July-September 2014. This occurred around the time when Russia allegedly engaged in systematic cross-border shelling of Ukrainian positions, something which Moscow denies.

Russia followed up on the purported shelling from its side of the border with regular forces who crossed into Ukraine's eastern Luhansk and Donetsk regions in late summer, culminating in the disastrous battle of Ilovaisk in which Ukrainian forces found themselves surrounded.

Altogether, 2,410 armoured vehicles, including 475 tanks, were damaged in the first 365 days of the war.

In 2015, Ukraine lost 410 armoured vehicles, including many during the battle for Donetsk airport and near Debaltseve in the Donetsk region, a key rail-transportation hub that Kyiv eventually lost to combined Russian-separatist forces.

Twenty-six armoured vehicles were damaged the following year consisting of either infantry fighting vehicles or armoured personnel carriers.

The Latvian National Armed Forces have begun to take delivery of initial consignments of Rafael Advanced Defence Systems Spike precision-guided tactical missiles under the provisions of a $133 million contract signed between the Latvian Ministry of Defense and EuroSpike in February 2018. Based in Röthenbach, Germany, EuroSpike is a joint venture between Rafael, Diehl Defence, and Rheinmetall Electronics, and is responsible for the marketing, and some manufacture, of the Spike family of missiles in Europe.
The new contract provides for latest Spike variant effectors, including Spike SR, Spike LR2, and Spike ER2.
The Latvian Land Forces already field the man-portable Spike LR1, which it acquired in 2008.

Belarus has successfully tested the 9M318 air defense missile from February 17 to 26.
The new missile is designed for the country’s Buk-MB2 and Buk-MB3 air defense missile systems.
The missile as an active radar homing guidance and a range of 70km.
In May 2019 the OKB TSP Scientific Production Limited Liability Company of Belarus unveiled the prototype for 9M318 surface-to-air missile (SAM) for the Buk-MB2 and Buk-MB3 medium-range SAM systems at the MILEX 2019 defense exhibition in Minsk.
The 9M318 has a reported stated operational range of 3 km-70 km and can engage an aerial target flying at an altitude between 0.015 km and 25 km at a speed of up to 1,350 m/s.

Armenia:
India has won a $40 million defense deal to supply military radars to Armenia.
Under the deal, India will supply four indigenously-built weapons-locating radars to Armenia.
Russian and Polish firms were also in the race for the deal.
The supply of the equipment to Armenia has already begun under the 'Make in India' initiative and this is being considered as a big achievement. Reports also stated that Armenia had conducted various trials of the systems offered by Russia and Poland. Even though the Russian and Polish systems were good, they decided to go ahead with the reliability of the Indian system.
