A Montenegrin soldier provides security as International Security Assistance Force members treat a simulated casualty during a combat lifesaver course at Camp Pannonia, Afghanistan, Dec. 22, 2010. What make of AR/M4 is that rifle? The gas plug made me think it was the piston operated Steyr STM but the non monolithic upper reciever makes me think otherwise.

It's the TARA TM-4, Montenegro's domestic AR-15 variant. A shame It have not made before they purchased all of those fancy rifles from HK. And also needed to add that's pretty impressing for a country like Montenegro to produce it's own small arms.

Cheers for that. Very interesting. Looks like they took the Steyr STM and developed it. Looks like the original Steyr gas plug worked so they stuck with it.

TARA TM-4 was the market way before than the Steyr STM which was also based on the Ruger's SR-556 platform.

The STM isn't based off they Ruger at all. Steyr basically took their exact same barrel system from the Bullpup Steyr AUG and put it into a monolithic AR platform. If anything Ruger have taken some influences of the AUG for their rifle i.e. barrel locking method with the lug and 1/8th rotation. Ruger use a different gas system and barrel locking lug type for their rifle
The Gas plug of the TARA looks to be a direct copy of the Steyr AUG one rather than anything from Ruger. Looking at some of the images about of the TARA it looks like they kept it simple not having a QD barrel and therefore not needing a shorter set up like the STM or SR
