Regarding the pro-Pally spray paint gang... there's step one for better base security. Gate guards need to GUARD the gate! If anyone else has watched the movie, "12 O'clock High", the new general's 1st order of business was to kick the gate guard's ass for not paying attention.

Gate guards also need live ammo and however much training is needed to be competent with actually shooting security breachers - maybe trained dogs just itching to tear the ass off some nut case. This will do nothing to address the high tech stuff like low-flying drones, but some Greta-style wacko with a back pack full of pipe bombs needs to know the negative consequence could be a sucking chest wound or a big wound where his ass used to be!

Drones could possibly be addressed with systems similar to a "Shilka", but it's well to have the basics covered, too.

Now, knowing the European norms, I'd imagine such devices would require an entire battery of tests to make sure they can't be too harmful and have long lasting effects on individuals.

Wouldn't want criminals to get hurt now, would we.
