WASHINGTON, September 12, 2019 - The State Department has made a determination approving a possible Foreign Military Sale to Morocco of additional F-16 ammunition for an estimated cost of $209 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on September 11, 2019.

The Government of Morocco has requested a possible sale of five thousand eight hundred and ten (5,810) MK82-1 Bombs (Tritonal); three hundred (300) MK84-4 Bombs (Tritonal); one hundred and five (105) Joint Direct Attack Munitions (JDAM) KMU-572F/B Tail Kits; one hundred eighty (180) MXU-651B/B Air Foil Groups (AFG), GBU-10; four thousand one hundred twenty five (4,125) MXU-650C/B AFGs, GBU-12; four thousand three hundred and five (4,305) MAU-169L/B Computer Control Groups (CCG), GBU-10,-12,-16; and five thousand one hundred seventy-eight (5,178) FMU-152 Fuzes. Also included are flares M-206, Flares MJU-7A/B, Impulse Cartridges BBU-36, Impulse Cartridges BBU-35/B, Bomb Sensor DSU-33C/B, chaff, bomb components, spares, repair parts, support equipment, publications and technical documentation, engineering technical and support services, and other related elements of logistics, transportation, and program support. The estimated cost is $209 million.

This proposed sale will support the foreign policy and national security of the United States by helping to improve the security of a major Non-NATO ally that continues to be an important force for political stability and economic progress in Africa.

The proposed sale will improve Morocco’s capability to meet current and future threats of terror from violent extremist organizations prevalent throughout the region. Additionally, the additional munitions provided by this sale will improve interoperability with the United States and other regional allies and enhance Morocco’s ability to undertake coalition operations, as it has done in the past in flying sorties against ISIS in Syria and Iraq. Morocco will have no difficulty absorbing these additional munitions and services into its armed forces.

The proposed sale of this equipment will not alter the basic military balance in the region.

The principal contractors will be Raytheon USA, Orbital ATK (USA), General Dynamics, Kilgore Cheming Groupe (USA), Cheming Groupe (USA), and Kaman Precision Products (USA). The purchaser typically requests offsets, however there are no known offset agreements at this time in connection with this potential sale.

Implementation of this proposed sale will not require U.S. Government or contractor representatives to be assigned to Morocco.

The Government of Morocco has requested a possible sale of two thousand four hundred and one (2,401) TOW 2A, Radio Frequency (RF) Missiles (BGM-71-4B-RF); and twenty eight (28) TOW 2A, Radio Frequency (RF) Missiles (BGM-71-4B-RF), Fly-to-Buy missiles for lot acceptance testing; and Four hundred (400) M220A2 TOW Launchers and/or four hundred (400) M41 Improved Target Acquisition System (ITAS) Launchers. Also included are missile support equipment; Government furnished equipment; technical manuals/publications; spare parts; tool and test equipment; training; U.S. Government technical and logistical support, contractor technical support, and other associated equipment and services. The estimated cost is $776 million.

This proposed sale will support the foreign policy and national security of the United States by helping to improve the security of a major Non-NATO ally that continues to be an important force for political stability and economic progress in North Africa.

The proposed sale of the TOW 2A Missiles and TOW Launchers will advance Morocco’s efforts to develop an integrated ground defense capability. A strong national defense and dedicated military force will assist Morocco to sustain itself in its efforts to maintain stability.

The proposed sale of this equipment will not alter the basic military balance in the region.

The principal contractors involved in this program are Raytheon Missile Systems, Tucson, Arizona and McKinney, Texas. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will not require the U.S. Government or contractor representatives to travel to Morocco.

Exercise African Lion 20 Main Planning a Success in Morocco



AGADIR, Morocco – Military planners from the U.S., Africa and Europe worked alongside their Moroccan partners to plan U.S. Army Africa’s largest exercise, African Lion, in Agadir, Morocco, Nov. 4-8, 2019.

African Lion 20 will take place in four different countries: Morocco, Senegal, Spain and Tunisia and is the largest exercise to be implemented on the African continent..This complex multi-national, multi-domain exercise consists of combined arms live fire, air-to-ground integration, naval gunfire, joint forcible entry, CBRNE operations, medical readiness, special operations and information warfare operations.

Morocco currently has a state partnership program with the Utah National Guard, which will be playing a significant role in the exercise.

“African Lion 20 is huge this year for the Utah National Guard and our state partnership program with Morocco,” said Capt. Kenneth J. McWilliams, the Utah Army National Guard state partnership coordinator. “We are in the process of working on a field training exercise as part of our combined arms exercise, a humanitarian aid component, and an air refueling detachment.”

McWilliams said the opportunity to plan with partners is crucial to the exercise’s success. It allows planners to coordinate the complexities of planning for several separate events within an exercise. Making sure all of coordination is complete prior to the exercise is essential for the service members who will be a part of the main event.

This year a veterinary exercise will be added to African Lion 20.

“The veterinarian component of this exercise is important to both militaries’ veterinarian services because we experience the same challenges, and we like to learn from each other in that regard,” said Capt. Maren Mason, a veterinarian assigned to the 83rd Civil Affairs Battalion. “We also experience a lot of different challenges and it is important for us to identify them in different areas of the world so that we can partner, become better and learn from each other.”

Maren said one of the primary goals of this exercise is to create a strong relationship and a solid foundation for the veterinarians to build on in the future to make exercises like this one more successful.

The upcoming exercise will bring together several foreign allies who are committed to African partners and the security and stability of their nations. Planning for African Lion will continue with a final planning event set to take place in January.

Morocco to Host NATO’s ‘REGEX20’ military exercise

Rabat – On High Instructions of HM the King, Supreme Commander and Chief of General Staff of the Royal Armed Forces (FAR), Lieutenant General, Inspector General of FAR, received, on Monday in Rabat, Lieutenant General Hans-Werner Wiermann, Director General of NATO International Military Staff.

The talks focused on military cooperation between the Royal Armed Forces and the NATO military Command structure, according to a statement by FAR General Staff.



The two officials, who expressed their satisfaction with the quality, solidity, excellent level and sustainability of this bilateral cooperation, reiterated their common will to strengthen and deepen it further through the sharing of experience and expertise, the same source added.



Military cooperation between the two sides includes high-level meetings and visits, training courses, exchange of information visits, stopovers by NATO maritime groups and participation in various training courses, the statement stressed.

Lieutenant General Hans-Werner Wiermann’s visit is part of the preparations for this year’s NATO Regional exercise “REGEX 20” to be held in Morocco in November 2020, according to the same source.



This exercise is aimed at interoperability in the areas of operational planning and force preparation. It will involve some 30 representatives from NATO partner countries, the statement said.


Since the beginning of the Mediterranean dialogue in 1994, Morocco and NATO have maintained a distinguished and structured military cooperation, with clearly identified objectives, within the framework of the Mediterranean Dialogue. It is governed by the Individual Cooperation Programme (ICP) and the Individual Partnership and Cooperation Programme (IPCP), approved by the North Atlantic Council in 2010 and 2013 respectively, in the form of a multidimensional action plan, aimed in particular at training military personnel and exchanging expertise as well as strengthening defense capabilities and interoperability.

Morocco, which has a permanent military liaison officer with the Atlantic Alliance, joined NATO’s interoperability platform in 2016 to promote greater interoperability in NATO-led operations and missions.

In 2017 Morocco and NATO concluded an agreement to strengthen cybersecurity.
