Only so much hard cover to go around and well this is the country which has been saying for 40 years that they'll be fighting the final battle against the Zionists and have constructed precisely 0 public air raid shelters during all that time.

The Iranian Cope is that these are decoys, but still the air frames are never flying again and not useable for spares. And it's not like aircraft dedicated to surpressing airfields are going to run out of ordnance any time soon.
