We may have a Drug addicts in this Country but at least we don't have to witness ...like what is seen in this footage . Can politicians be arrested for dereliction of duty ..

How in the chuff can they keep being re elected when the area's they represent now is a disgrace . All they like to do is blame trump for everything .. whilst there own State has become a dumpsite .

This is a problem the world over, the scenes depicted are reminiscent of my home town in Manchester UK :(

Here in Alberta some of our city like Medicine Hat ( https://caeh.ca/bright-spot-medicine-hat/ ) have successfully eradicated the chronic homeless situation. After some study they found that on the long term it cost more to deal with homeless on a day by day basis than to put them ASAP in a house the "housing first" approach with a lot of support (social, medical, ...)

A nice site to learn about homeless , the cost and how to end with homeless situation.

How do you deal with those who do not wish to be housed, but prefer to live this way, spending their days begging and spending the proceeds on drink or drugs??
Or for example the Irish non-ethnic minority known as "Travellers" (aka Tinkers, no connection to the Roma/Gypsy peoples) who have had purpose built at tax-payer expense built settlements that they proceed to dismantle/burn/damage then move on to another location?/

@Connaught Ranger: I think you're dealing with a different kind of people here. You'll surely have your local drunkyard or drug addict in their rows but most of these people seem to have lost their homes due to financial problems. Some of them even have regular jobs but they don't pay enough to afford a real roof over the head.

Free drugs for all the space monkeys the stronger the better - cuts down crime and antisocial behaviour

Those who are down on their luck need work for welfare and a roof over their head - lets start to build public works

While our healthcare system in France is renowned and often deservedly so, we also have thousands of homeless on our streets.

Many if not most have a mental illness, those who refuse to follow a treatment prescribed by a doc/psychiatrist can end up on the streets even with our generous welfare state here. Their dependence on booze and illegal drugs puts them on the streets and admittedly very few of them like it. I can understand Connaught Ranger point about personal responsibility; especially in countries like France and Canada.

The « smartest » of the mentally ill, or former homeless were capable to drop the drugs and booze, get even a low-wave job and get a roof over their heads. This solution seems so simple but is hard to apply everywhere and to everyone.

Medicine Hat, I spent 6 months there. Awesome place, spent a lot of time in the Assinobia hotel ( Sin Bin )

Yes, Medicine Hat is a lovely city. A lot of people move there after they retired because of the sunny weather and slow pace of life.

Homelessness was almost eradicated in the UK post world war 2 past the mentally impaired . Then the 80s happened , and we all started worshipping the market , and now there are more homeless , and we all scratch our heads and wonder why .

Those suffering drug addiction/alcoholism will simply never get help (if there is any) if someone provides them with food shelter medical care and access to drugs and alcohol. Enabling is not helping.

5% unemployment is deemed healthy for the economy and has proven inherently unhealthy for society.

Unemployment is built into the system . It's good for business because they have a queue of potential workers waiting at the gate . It's also good for the financial institutions because it helps keep a lid on wage inflation and if your in the business of selling debt low inflation is a win win .
