Lawyers acting for 12 Iraqi families whose relatives have been killed by British troops since Iraq was occupied are appealing to the High Court.
The lawyers want an independent inquiry to make the Ministry of Defence accept legal responsibility for the deaths.
They have lodged papers asking for an urgent hearing of an application for judicial review at the High Court.
The test cases will decide whether the UK armed forces in occupation are subject to the Human Rights Act 1998
