prior to annexation of russian soldiers. surely the Ukrainian intelligence have gathered actionable information that the russians are coming. So why did the military Higher ups and President, did not order the relocation of all military assets out of crimea and into the interior of Ukraine?

They were all working for Russia, and high level officers had Russian passports. I posted numbers before, most of the units stationed in Crimea defection rate ran between 75% and 90% for personnel of all levels. And one more thing to add. In February of 2014 even if social discontent and post-revolution mayhem not taken into account, Ukraine only had 6,000 combat ready troops.

Damn but that's some treasonous behaviour right there! I hope their Ukrainian citizenship was revoked and efforts made to bring them home for trial?

No revocation of the citizenship so that they can be tried in absentia for treason. Only a few guys who were dumb enough to cross into Ukrainian mainland have been captured, tried, and convicted.
