*First time I´ve seen US Military Personel with A-TACS cammo pattern uniform. I see that is common that the visit, board, search and seizure teams can choose their camouflages uniforms. I had a cousin in the US Navy who served at the USS Elrod and he was part of this teams

Yes that is a kill marking.

Navy Lt. Cmdr. Michael Tremel Navy Lt. Cmdr. Michael Tremel made history in 2017 when he became the first American aviator in nearly 20 years to shoot down an enemy plane. For taking out a Syrian jet, he received the Distinguished Flying Cross .
