I work for a charity that supports ex service personnel. I would love to use this image on some of our materials. Do you know who owns the copyright so I can request permission?

I am afraid as this is a MEME and digitally edited it would be very difficult to identify any one copyright holder.
For example the memorial could have copyright attached and has been edited by an unknown person to add the old boy and his shadow of the soldier. The words cannot be copyright (I would suggest)
It looks like an american theme given the soldiers shadow depicts what looks like an M16 rifle.
Your charity would be best advised to take a photo of say the NMA and have somebody with the requisite digital editing skills add an appropriate photo of an old veteran and add a shadow depicting a British Soldier. That should not be too difficult to achieve and you would own the copyright of that image and perhaps add your copyright to the image so all will know where it originated.
