Defence Secretary Geoff Hoon has ruled out a Commons vote on committing more troops to Iraq.
Mr Hoon said no decision on deploying more forces had been made but the situation was under "constant review".
He said he simply did not know where media reports claiming troop numbers were set to double had come from.
Former Foreign Secretary Robin Cook, who quit the Cabinet over Iraq, said the government should plan a way to pull out British troops.
Speaking to GMTV's Sunday programme, he said: "We really do need to get elections quickly, find a genuinely representative government of Iraq, recognise that frankly it's not going to be sympathetic to the coalition forces who are now so unpopular in Iraq.
"And I personally think we need an exit strategy that says as soon as elections have been held, as soon as there is a democratic government to run Iraq, we're getting out."
