It could also be a pivot pin, retaining pin or takedown pin.

The groove on the side reminds me of the retaining pin on an UZI.

But those look like equally distanced stripes to me (timer) and the screw would be used to set the delay so yeah it's most likely a time delay fuse of some kind.

Unless those indicators are used to determine tightening, who knows 😋
