It's difficult to tell the size of it from the picture - is it a Duffel bag?

Ah, fair enough. Looks like an old fashioned canvas duffel bag or seabag to me. I don't think the US currently has a "Navy Department" though, it's the "Department of the Navy" though it might have changed names over the years or they may just have truncated it to make it fit?

There also seems to be some kind of Italian clothing brand that has a similar name so as silly as it sounds, could it just be a modern fashionable bag?

I have to go along with @Gaz thoughts and plunking for a bit of modern quasi military gear under the Italian brand name.

Never saw anything like it in my naval career especially in the 2 years spent embedded with the USN and their stores system on the west coast
