The vehicle in your photo is (I believe) an Amphibious Combat Vehicle, or ACV 1.1, it is very new and I dont think it has yet been fully developed.

The man on the right appears to be a US Ranger, also has the "Joint Training Evaluation Center" (JTEC) patch that is only given to special NATO representatives for that specific project, but also has a "Recon" tab which I haven't seen being used by US troops before. Is that an official tab ?

Got it this is the Rabadan 8x8 Armoured vehicle (The photo you posted was probably an early prototype.

At the International Defense Exhibition IDEX, the Turkish Company Otokar has signed a foreign partnership with United Arab Emirates (UAE) to produce and sell 400 8x8 armored vehicles worth $661 million. The contract will be overtaken by the Al Jasoor Heavy Vehicles Industries, a joint company established by Otokar and Tawazun. At IDEX 2017, Tawazun has displayed the Rabdan, the new 8x8 armoured vehicle is based on the Turkish-made Otokar Arma wheeled vehicle.
