Yes, this Hartman MH1. This red dot is really good, but it is not supplied to the Russian Army. The photo is made at an exhibition of weapons. You won't see Hartman MH1 in Russian Army troops.

They get funds only from the goverment. Army is not a private military company, thou in case soldiers lose some of the equipment, they have to buy it from their pockets (if it's a peace time).
 
In the case of Special Operations Command (SSO) they have discretionary funds to purchase their own equipment. As an example, before the Crimean crisis, SSO purchased all the existences of Lowa Zephyr boots from Splav, boots that were used during that operation.

SSO is an elite unit, they always have some advantages. But this does not mean that you will be able to change your AK-74m to AR-15. ;)

Of course they have to stick to some pieces of standard equipment, but Special Forces have some freedom of choice when we talk about clothing and other items. We have been watching Spetsnaz units wearing non standard uniforms (VKPO, Ratnik), body armor, helmets for years....

Those pics were actually of a recon units competition. The diferent teams tend to wear with a distinctive outfit during the competition to identify themselves. Add to that the fact that recon units usually have more professional soldiers and enjoy some freedom when preparing their gear, and you get that mismatched look :)
