Don´t get wrong. Russian military and security forces rarely use Kryptek camo, only on some propaganda photosets.

Remember, Soviet Union / Russia lagged far behind the west during the Cold War and the present day in terms of sniper rifles (couldn't make barrels for them). So, yes, even at present anything with a scope is considered a sniper rifle for them. There is no even a term DMR in Russian military.

USSR had a diferent doctrine about the use of snipers, and nowadays, I think that Lobaev sniper rifles deny your assertion about "Russian can make decent sniper rifles".

Nothing to do with a doctrine. Soviets couldn't even replicate captured US sniper rifles of the time M40s. Situation really became dire during the Afghan war. Conflict in Donbas, revealed that Russians are badly outclassed in tactics and equipment, but right now Russians managed to turn the tide of sniper war in Ukraine in their favor relying on Orsis T-5000/5000m long range sniper rifles.

If you read official ukrainian daily reports, there are writing here about losses from mortar/artillery fire, everyday kia(they are not inlcuding into official reports death in hospital) from artillery.

NSV Utes and Kord were proved were well as anti-sniper weapon in Chechen wars.

1) SVD is classified as a DMR weapon in the West. M40 is dedicated LONG RANGE sniper rifle. What is the effective range of SVD? By the way, civilian versions of M40, i.e. Remington M700 were the first purchases for the Ukrainian snipers back in the summer of 2014 to bolster their capabilities over SVDs. In National Guard some units were lucky to trade in their SCDs for Israeli Galil sniper rifles.

2) You can even check Russian sources, SVD was excellent DMR weapon for the time, but as a sniper ones, it was worse than Lee–Enfield to say nothing of comparable Iranian and Pakistani-made H&K G3s, especially if the latter ones had optics.

3) The fighting became mostly static following Russian forces defeat at Mariinka in the Summer of 2015, snipers became extremely important during this period of trench warfare.

4) I post the causes of death for Ukrainian troops. Even going back to 2015, there were certain months were sniper casualties exceeded those from mortar and artillery fire. From the beginning of this year it became a new "norm".
 
Russia deployed TOR-M2 air defense systems to Syria. The TOR-M2 is a new deployment to Syria to supplement the Pantsir-S1 used by us protecting the Latakia airbase.

Initial reports describe the main armament as a 2A88 152 mm gun with a range of up to 70 kilometers using precision-guided rounds and up to 40 km with standard rounds that are currently used on Msta-S. Estimated ammunition load is around 60-70 rounds and using a special loader vehicle the recharge time for full ammunition load is 15 minutes. The 2S35 will feature a modular ammunition charge system, which allows changing the amount of propellant used in firing of each individual shell.
The secondary armament equipped on 2S35 is a 12.7 mm ZiD Kord Remote Weapon Station.
