I think Israeli owned, but paid for by US credits. They have been there for years/decades, but yes now replaced by the better Israeli systems.

But assuming they come with missiles, a big help to Ukraine.

Judging by the video, one Lyutyi drone was shot down by the Russian Pantsir-S1 air defense system, and there may be more. It is worth noting that air defense systems cannot function properly in urban areas, and one Pantsir-S1 air defense system is clearly not enough for protection.
