Who knows. Pretty much everyone ranked Captain and upwards seems to be doing his own thing. When they came up with the mosaic I doubt they considered it could be used as a weapon against them to invite infighting and result in a complete inability to control individual warlords from a still present central command.

Two things I get out of this.
1) The IRGC does not have complete control if this public address was allowed.
2) He must give the impression of power and control to whoever is listening before he capitualates.

This is terrible on every level. And I don't want to pretend to know what this man was going through. However, rather than suicide, I would rather fight the animals that did this.
