The EU should activate a trade instrument that has never been used before to counter Chinese export restrictions on critical raw materials if a new plan presented on Wednesday fails, said EU Industry Commissioner Stéphane Séjourné.
“If that doesn't work and we find in a year or two that value chains are collapsing because of a lack of Chinese supplies — because we haven't diversified quickly enough and remain too dependent — then we will probably have to use the instrument against coercive measures,” Séjourné said in an exclusive interview with Euractiv.

By the way, the Ministers' Council also decided to declare Egypt, Morocco, Tunisia, India, Kosovo, Bangladesh and Columbia to be safe by default, meaning that all EU members have to include them in their list of countries whose citizens cannot claim asylum in the Union.

If costs exceed income for a relatively short period with an indebted industry there is every reason reason a 1929 USA depression famine will occur and food shortages among a restless and less independant society would be Putins dream come true..
