That is indeed more than just a "strong signal" to the Labor party. However it is doubtful they will change their tune, since the leaders need their voting base and the grass root rarely go for softer and more moderate approaches.
Now, to see if Reform will deliver on its promises or behave like every other party and do nothing (except finding excuses for doing nothing). Farage is someone who talks a lot, but does not do much.
Ok, sure, he has Brexit under his belt but that was the culmination of decades of resentment from the British people towards Bruxels; Farage "simply" made it so the project could cross the finish line (as opposed to having the build the entire movement from the ground up).
But yeah, looks like the overly woke and, at times, NKVD-lite approach on crime ("non crime hate incidents"), the whole two-tier system of justice when it comes to offenses being committed, treating "British Identity" as a form of fascistic ethnonationalism (all the while making sure "British Identity" covers as many things as possible), and so on and so forth...
Some people didn't need that much to feel alienated.
