KV Harstad - Norwegian Coastguard

Spotted this on the river today - just managed to get it at my camera's full zoom. Checked it on the net & pics I found do not show the 'A' frame & submersible which has been added to the stern. Any ideas why the Coastguard would be deploying a submersible?
