Chazman.. That is a Vulcan Sea Cannon...I think it is nearly identical to a Phalanx. the ships were built in the US.

It's Phalanx. The barrel is simply under "tarp barrel bag" (sorry, I don't know the term for it)

@berkut76 is spot on for the money! It's a gun cover, usually made of polyvinyl these days and used on most small mountings to keep corrosion but mainly sea salt and spray off the mounting and weapon parts.
