Militant killed in counterterrorism operation in Dagestan aligned with IS - committee

MOSCOW, March 24. /TASS/. The militant who was killed during a counterterrorism operation in the Russian North Caucasus region of Dagestan was aligned with the Islamic State international terrorist group banned in Russia, the country’s National Anti-Terrorism Committee (NAC) said on Saturday.

"Spetsnaz of Russia’s FSB Federal Security Service supported by the National Guard and police had sealed off the house where the bandit was holed up. The criminal who had refused to lay down arms and surrender was neutralized in a fight," the committee said.

"According to available intelligence, he is Yunus Khabibob, who featured on the federal wanted list. He is said to pledge allegiance to the ISIS international terrorist organization (former name of IS) and followed its orders as a ringleader of the gang that had previously operated in a mountainous and forested area (in Dagestan’s Botlikh district - TASS)," it said.

Russia’s NAC said that it had been reported earlier that an armed gunman was hiding in a private house in a village of the Botlikh district. He was reported to have committed some terrorism-related crimes. Dagestan’s FSB chief ordered a counterterrorism operation on Saturday afternoon.

"A sniper rifle and ammo, a grenade, a radio transceiver and thermal imaging camera were recovered on the scene," NAC said.

Nine gunmen plotting terror attack on May Day shot dead in Dagestan

MOSCOW, April 21. /TASS/. Nine gunmen, who had been planning a terrorist attack during the May Day festivities, have been destroyed in the Russian North Caucasus region of Dagestan, the National Anti-Terrorism Committee (NAC) told TASS on Saturday.

"As a result of the targeted search, two gangs were spotted in different districts of Derbent. After having being offered to lay down arms and surrender, the criminals opened gunfire. In a brief exchange of fire, the gunmen were neutralized," NAC said.

No one was hurt among civilians and law enforcers. A Spetsnaz officer sustained a light wound.

According to NAC, the gunmen had been plotting to stage a terrorist attack on May Day.

"During a stop and search operation aimed to suppress the bandit underground groups in the Republic of Dagestan, the security agencies were tipped off that bandits, who had been planning to commit a sabotage and terrorist attack during May Day festivities, were holing up in the city of Derbent," NAC said.

On Saturday, the chief of Dagestan’s branch of Russia’s FSB Federal Security Service ordered to launch a counterterrorism operation in the city of Derbent and adjacent region.

"At present, required search and investigative activities are underway," it said.

Suspected terrorism supporters detained in St. Petersburg

MOSCOW, April 20. /TASS/. Suspected supporters of a terrorist recruiter who used the Telegram messenger, which had been blocked by Russia’s Federal Service for Supervision of Communications, Information Technology and Mass Media, were detained in St. Petersburg, the Russian Investigative Committee reported.

"Those who used Telegram to contact the recruiter of a terrorist organization were detained for 48 hours under Article 91 of the Russian Criminal Procedure Code," the Investigative Committee reported.

The Investigative Committee published video footage on its YouTube channel of a SOBR special unit detaining at least seven suspects in a flat. Investigators plan to apply for their arrest in the near future.

TASS earlier reported that two 21-year-old residents of Middle Asian origin were charged with preparations for participation in a terrorist organization’s activity in St. Petersburg. According to investigators, the suspects used the Telegram messenger for communication. A criminal case against them was launched under Part 1 Article 30 and Part 2 Article 205.5 of the Russian Criminal Code ("Attempted participation in the activities of a terrorist organization").

According to investigators, the suspects confirmed to an unidentified person their wish to take part in the activity of an international terrorist organization in a Middle East country and sent copies of their passports through social media from December 2017 to April 2018 in St. Petersburg. The specified unidentified person told them a safe route from Russia skirting law enforcement authorities and expressed a wish to help them reach a training camp of the terror organization.

On April 10, the co-perpetrators purchased air tickets for a subsequent flight from Russia to the specified country. However, they failed to consummate the crime, as they were detained by investigators and officers from the regional departments of the Russian Interior Ministry and the Federal Security Service (FSB).

FSB detains man suspected of plotting terror attack in Russia’s southern Stavropol city

PYATIGORSK, October 7. /TASS/. A person suspected of plotting a terror attack on representatives of the judiciary in Russia’s southern city of Stavropol has been detained, the FSB regional branch told TASS Wednesday.

"Today, a 23-year-old man has been detained. He was not neutralized but detained alive. He was prepping for a terror attack against judiciary members in Stavropol," TASS was told.
The man is expected to testify under the criminal case launched.
According to the law enforcers, the perpetrator had confessed to his allegiance with the Islamic State. "He has confessed and confirmed his allegiance with the IS," a spokesperson said, adding that components for a homemade explosive device and destructive agents (nails) were found when searching the suspect’s residence.

"He was watching the court and prosecution building. He planned to make an explosive device himself and stuff it with damaging agents," TASS was told. "Currently, his accomplices are being identified and the man himself is being checked for involvement in other crimes."

FSB neutralizes two terrorists who plotted attacks in southwestern Russia

The FSB said both members of the inter-regional cell of the international terrorist organization Katibat al Tawhid wal Jihad were migrants from a Central Asian country

MOSCOW, October 15. /TASS/. Russia’s Federal Security Service (FSB) has neutralized two members of the international terrorist organization Katibat al Tawhid wal Jihad, who had plotted terrorist attacks in Volgograd, the FSB’s Public Relations Center told TASS.
The terrorists’ activity was coordinated from the territory of Syria. Their targets were buildings of the local authorities, accommodation of military personnel and facilities with a high risk of fire and explosion, the FSB said. "At the moment of detention the ringleader and his accomplice were trying to recover terrorist gear from a cache in Volgograd. Both offered resistance and were neutralized."
The FSB said both members of the inter-regional cell of the international terrorist organization Katibat al Tawhid wal Jihad were migrants from a Central Asian country.
"The site of the incident and the radical Islamists’ homes were searched. FSB operatives seized firearms, ammunition, chemical components and shrapnel for makeshift explosive devices, religious literature and a map of Volgograd with marked sites of possible acts of terrorism and sabotage," the FSB said.

"In Moscow, St. Petersburg, Ufa, Maikop and Volgograd other members of the inter-regional cell were detained. Procedural decisions are to be made in relation to them," the FSB added. Urgent investigative measures continue.

Terror attack prevented in Moscow, FSB reports

The terrorist created a stash, where the FSB officers discovered components of an explosive device

MOSCOW, October 22. /TASS/. Russia’s Federal Security Service (FSB) apprehended a Central Asian man, who sought to carry out a terror attack in one of the administrative buildings in the Moscow Region, the FSB press service told TASS Thursday.

"The FSB thwarted a terror attack in the capital’s region. The operation led to the apprehension of a man originating from the Central Asian region, born in 1999, who was plotting a terrorist attack in an administrative building using an improvised explosive device, acting under orders of members of international terror groups," the press service said.

The terrorist stashed away key items that FSB agents ferreted out, namely components for an explosive device. His communication devices contained a long history of messages with terrorists, downloaded instructions for concocting an explosive device, and video footage of his oath of allegiance to the terror group.

"The criminal planned to leave to a Middle East combat zone later in order to participate in the terrorist group’s activities," the press service said.

A criminal case has been initiated and an investigation is underway.

Two extremist cells eliminated in Russia’s North Caucasus Region


Its members actively promoted extremist ideology and recruited new supporters to the group, according to the Federal Security Service

MOSCOW, October 23. /TASS/. The Russian Federal Security Service (FSB) has eliminated two extremist cells in Karachay-Cherkessia and Dagestan, the FSB Public Relations Center informed TASS on Friday.

"The Federal Security Service in Malokarachayevsky District of the Karachay-Cherkess Republic and in the cities of Makhachkala, Kaspiysk and Izberbash in the Republic of Dagestan foiled the activities of two cells of the At Takfir wal-Hijra international extremist religious organization (outlawed in Russia) with a total number of more than 20 people," it said.
According to the FSB, its members actively promoted extremist ideology and recruited new supporters to the group. "They urged believers to reject secular laws and civil society institutions. They also advocated the creation of a theocratic Islamic state - a caliphate - in the North Caucasus," it noted.
During the searches, FSB officers seized, in particular, three grenades, three Makarov pistols, 190 copies of pseudo-religious literature and five handwritten texts of lectures by extremist preachers.

The FSB directorates in Karachay-Cherkessia and Dagestan have initiated criminal cases to identify the organization’s members and bring them to justice.

FSB nabs several militants plotting terror attacks in Moscow Region

During the search, officers seized an improvised explosive device stuffed with striking elements

MOSCOW, November 25. /TASS/. Russia’s Federal Security Service has detained several militants of the Islamic State terror group (outlawed in Russia), who plotted terror attacks in the Moscow Region.

According to a video posted by the FSB Public Relations Center, five people were held and one of them pleaded guilty. "Do you acknowledge your guilt?" an FSB officer asked him. "Yes," the detained man said.
The suspects were apprehended in residential buildings during an operation carried out jointly with security forces. One of them admitted that a package he was carrying contained a bomb.
Earlier, the FSB reported that it had thwarted the activity of an inter-regional cell of the Islamic State terror group. Its participants plotted the acts of sabotage and terrorism in the Moscow Region.

A member of the group, a citizen of a Central Asian republic, was caught in the Vladimir Region, to the east of Moscow.
During the search, officers seized an improvised explosive device stuffed with striking elements, as well as other items and documents. According to the FSB, the cell was also created in order to recruit new members and sponsor terrorism. An investigation is underway now.

Terrorist blows himself up during apprehension in Russia’s Karachay-Cherkessia

Six law enforcement officers were lightly injured

MOSCOW, December 11. /TASS/. A terrorist blew himself up trying to break into the operational activities area in Karachay-Cherkessia settlement of Uchkeken, the National Antiterrorism Committee told journalists Friday, adding that six law enforcement officer were injured in the incident.

"Today, at about 12:00 Moscow time, an unidentified person attempted to break into the operational activities area in the settlement of Uchkeken of Russia’s Karachay-Cherkessia Region. The criminal detonated himself during apprehension, lightly injuring six law enforcement officers. No civilians were harmed in the incident," the Committee reported.

The injured currently receive medical aid, the Committee said, adding that the attacker is being identified, with operational activities continuing on.

FSB apprehends teenager planning armed attack on school in Tula


The officers seized a sawed-off shotgun and communication devices containing material about similar crimes

MOSCOW, December 9. /TASS/. Russian Federal Security Service (FSB) officers prevented an armed attack on a school by a teenager, the teenager has been apprehended, FSB press service told TASS Wednesday.

"The Federal Security Service apprehended a Tula resident, born in 2002, who wa preparing an armed attack on an educational facility," the security service said.

The officers seized a sawed-off shotgun and communication devices containing material about similar crimes.

A criminal case has been initiated over charges of illegal purchase and possession of firearms.

"An additional proceeding qualification is being decided upon over the fact of planned armed attack on the educational facility," the FSB said.

Militant killed in special operation in Chechnya
According to a law enforcement source, the militant carried an improvised explosive device

GROZNY, December 15. /TASS/. A member of an illegal armed group was killed in a special operation in Chechnya’s Achkhoi-Martan district, the Russian North Caucasus Republic’s head said in his Telegram channel on Tuesday.

"Today, a member of an illegal armed group, identified as Kazbek Baidulayev, was killed during a successful counter-terrorism special operation in the Achkhoi-Martan district. No casualties were reported among law enforcement officers," Chechen leader Ramzan Kadyrov wrote. "There were no abettors or other militants with him."

Kadyrov praised law enforcement officers for carrying out the operation in a "professional and coordinated" manner.

According to the be-on-the-lookout bulletin for the militant, posted by Kadyrov, Kazbek Baidulayev (born in 1988) was put on the wanted list in 2012 for being a member of militant groups in Russia and abroad.

"We are totally in control of the situation in the region; we know how many persons are wanted and have a complete database of their abettors if they have any. The situation in the Chechen Republic is stable and calm. No restrictions were imposed, the movement is free," the head of Chechnya said.

Meanwhile, a law enforcement source told TASS on Tuesday the militant carried an improvised explosive device with him.

"Examination revealed that he had an improvised explosive device and a grenade," the source said.

MOSCOW, December 26. /TASS/. Russia’s Federal Security Service (FSB) has apprehended four members of the Islamic State terror group (outlawed in Russia) who were plotting a terror attack near the building of the law enforcement agencies, the FSB Public Relations Center informed TASS on Saturday.

"The Federal Security Service, together with the Russian Interior Ministry, has thwarted preparations for a terror attack in Makhachkala, the Republic of Dagestan. On December 25, four members of the Islamic State international terrorist organization’s cell were apprehended as a result of the steps that had been taken. The group’s members planned to blow up an explosive device near one of the administrative buildings of the law enforcement agencies with a subsequent armed attack on employees of the Interior Ministry in the Republic of Dagestan," the Public Relations Center said.

Firearms and cold steel arms, large quantities of ammunition and an explosive device were found in a hideout equipped by terrorists. A criminal case has been initiated under Part 2 of Section 205.5 of Russia’s Criminal Code ("Participation in the activities of a terrorist organization").

According to the FSB, the terrorists’ identities have not been made public because of the ongoing investigation.

Teenager plotting terrorist attack detained in Russia’s Tambov

FSB officers seized explosives, components and manuals for making an explosive device at the young man’s rented apartment

MOSCOW, December 25. /TASS/. Russia’s Federal Security Service (FSB) has thwarted a terrorist attack in the city of Tambov, the FSB said in a statement on Friday.

"The Federal Security Service has thwarted a terrorist attack in Tambov. A Russian citizen born in 2003 was detained for plotting the crime," the statement reads.

FSB officers seized explosives, components and manuals for making an explosive device and communication means at the young man’s rented apartment.

The Russian Investigative Committee in the Tambov region has opened a criminal case under Articles 30.1 and 205.1 of the Russian Criminal Code (preparations for a terrorist attack).

The Investigative Committee said in a statement that the 17-year-old was a college student. "According to investigators, the defendant, who shares the ideas of a destructive subculture, planned to carry out a terrorist attack in a building in Tambov, using a homemade explosive device created based on an online manual," the statement said.

Two terrorists eliminated, one policeman killed in Chechnya

On Monday, two knife-wielding terrorists made an attempt to seize the arms of the patrol police who were on duty in the center of Grozny

GROZNY, December 28. /TASS/. Two knife-wielding terrorists who attempted to seize the arms of the patrol police in the center of Grozny were eliminated while one policeman was killed and another was wounded, Chechen leader Ramzan Kadyrov said on Monday.

"On Monday, two knife-wielding terrorists made an attempt to seize the arms of the patrol police who were on duty in the center of Grozny. One policeman was killed. By retaliation fire, the attackers were eliminated. A law-enforcement officer was also wounded in the attack. His condition is stable. There are no victims or injured persons among civilians," Kadyrov wrote on his Telegram channel.



The terrorists’ identities have been established, the Chechen leader said.

"These are two brothers, natives of the Republic of Ingushetia Hasan and Husein who moved in 2012 to the Chechen Republic and worked at a bakery," Kadyrov specified.

The Chechen leader conveyed his condolences to the relatives of the killed policeman.

The Chechen leader also visited the site of the attack.

MOSCOW, January 20. /TASS/. Leader of criminals Aslan Byutukayev, who was involved in the 2011 terror attack in Moscow’s Domodedovo Airport, was eliminated along with other militants during a special operation in Russia’s Chechnya, the National Antiterrorism Committee told TASS.

"Five criminals were neutralized in Chechnya during a special operation. Among those who were eliminated is criminal leader Byutukayev who was involved in the terror attack on the Domodedovo Airport in 2011 and other terrorist crimes," the agency reported.

Earlier, head of Chechnya Ramzan Kadyrov reported that six militants from the Byutukayev gang were killed, including its leader, who were placed on the federal wanted list. According to Kadyrov, he personally took part in planning the operation, adding that he reported back to Russian President Vladimir Putin about the successful operation.

FSB identifies two teenagers suspected of plotting school attacks in Moscow Region

MOSCOW, January 21. /TASS/. Police and the Federal Security Service (FSB) have identified two teenagers in the Moscow Region who are suspected of plotting school attacks, a law enforcement official told TASS.



"Anti-extremism police and FSB officers have carried out an operation, identifying two teenagers from Kraskovo settlement who learned about the ideology of mass murders in schools from YouTube videos. The teenagers said they had discussed the possibility of carrying out attacks on educational facilities in the Moscow Region, using cold-steel weapons and firearms," the official said.

According to him, one of the teenagers is a tenth grader and the other is a first-year student. "Two homemade items resembling firearms were seized from the teenagers, as well as nine firecrackers filled with metal bullets, tactical gloves, a black cloak and a white T-shirt reading ‘Natural Selection’ (in English)," the law enforcement official added.

A probe into the teenagers has been launched. "Their actions may fall under Articles 30.1, 105.2, 222.1 and 223.1 of the Russian Criminal Code (attempted murder of two or more people in a generally dangerous manner, arms trafficking and illegal manufacture of weapons)," the official explained.


FSB thwarts terrorist attack in Russia’s Bashkortostan region

MOSCOW, January 22. /TASS/. Russia’s Federal Security Service (FSB) has thwarted a terrorist attack on law enforcement officers in the Bashkortostan region and detained a Russian national who was preparing the attack, the FSB said in a statement on Friday.

"The Federal Security Service has thwarted a terrorist attack in the Republic of Bashkortostan. The FSB’s operation resulted in the detention of a Russian national, born in 1995, who was making preparations to attack law enforcement officers," the statement reads.

The FSB refrained from making the man’s identity public, citing its ongoing investigation. According to the FSB, firearms, ammunition and parts of an improvised explosive device were seized from his secret cache. Bomb-making manuals and correspondence with emissaries of the Hayat Tahrir al-Sham international terrorist organization outlawed in Russia were found on his communication devices, proving his criminal intentions.

The FSB also released a video showing the suspected terrorist next to his cache of arms. "Here I intended to obtain weapons and a homemade explosive device to blow people up," he said in response to an investigator’s question.

FSB smokes out Hizb-ut Tahrir terror cell in Russia's Kaluga Region

MOSCOW, January 27. /TASS/. Russia's Federal Security Service (FSB) has exposed a clandestine cell of the Hizb-ut Tahrir terrorist organization, outlawed in Russia, in the Kaluga region, the FSB said in a statement on Wednesday.

"Federal Security Service and National Guard officers have exposed a clandestine cell of the Hizb-ut Tahrir international terrorist organization (outlawed by the Russian Supreme Court in 2003) in the Kaluga region," the statement reads.

According to the FSB, the cell's members carried out activities violating the Russian Constitution, based on the idea to create the so-called global Caliphate, destroy secular public institutions and overthrow the current government by force.

"They spread terrorist ideas among the region’s residents at secret meetings and recruited local Muslims to their ranks," the FSB added.

A large amount of banned Hizb ut-Tahrir propaganda materials, communication equipment and digital storage devices were seized from the homes of the detained suspects. A criminal investigation has been launched.

Two Uzbek nationals detained in Russia in terrorism funding case

MOSCOW, February 12. /TASS/. Two Uzbek nationals have been detained in Russia’s Tomsk and Novosibirsk regions in a terrorism funding case, a law enforcement source told TASS.

"As a result of an investigation into the funding of the Katibat al-Tawhid wal-Jihad terrorist group, part of the pro-Turkish Hay'at Tahrir al-Sham organization [outlawed in Russia], Uzbek nationals who established a cell to raise funds for militants have been detained in the Novosibirsk and Tomsk regions," the source said, adding that the two had been apprehended by Federal Security Service (FSB) officers.

According to the source, law enforcement agencies are now trying to identify a terrorist fundraiser in Syria.

Two Uzbek nationals detained in Russia in terrorism funding case

According to FSB, the two men established a cell to raise funds for militants in the Novosibirsk and Tomsk regions

MOSCOW, February 12. /TASS/. Two Uzbek nationals have been detained in Russia’s Tomsk and Novosibirsk regions in a terrorism funding case, a law enforcement source told TASS.

"As a result of an investigation into the funding of the Katibat al-Tawhid wal-Jihad terrorist group, part of the pro-Turkish Hay'at Tahrir al-Sham organization [outlawed in Russia], Uzbek nationals who established a cell to raise funds for militants have been detained in the Novosibirsk and Tomsk regions," the source said, adding that the two had been apprehended by Federal Security Service (FSB) officers.

According to the source, law enforcement agencies are now trying to identify a terrorist fundraiser in Syria.

FSB neutralizes two terrorists who plotted attacks in southwestern Russia

The FSB said both members of the inter-regional cell of the international terrorist organization Katibat al Tawhid wal Jihad were migrants from a Central Asian country

MOSCOW, October 15. /TASS/. Russia’s Federal Security Service (FSB) has neutralized two members of the international terrorist organization Katibat al Tawhid wal Jihad, who had plotted terrorist attacks in Volgograd, the FSB’s Public Relations Center told TASS.
The terrorists’ activity was coordinated from the territory of Syria. Their targets were buildings of the local authorities, accommodation of military personnel and facilities with a high risk of fire and explosion, the FSB said. "At the moment of detention the ringleader and his accomplice were trying to recover terrorist gear from a cache in Volgograd. Both offered resistance and were neutralized."
The FSB said both members of the inter-regional cell of the international terrorist organization Katibat al Tawhid wal Jihad were migrants from a Central Asian country.
"The site of the incident and the radical Islamists’ homes were searched. FSB operatives seized firearms, ammunition, chemical components and shrapnel for makeshift explosive devices, religious literature and a map of Volgograd with marked sites of possible acts of terrorism and sabotage," the FSB said.

"In Moscow, St. Petersburg, Ufa, Maikop and Volgograd other members of the inter-regional cell were detained. Procedural decisions are to be made in relation to them," the FSB added. Urgent investigative measures continue.

Terror attack prevented in Moscow, FSB reports

The terrorist created a stash, where the FSB officers discovered components of an explosive device

MOSCOW, October 22. /TASS/. Russia’s Federal Security Service (FSB) apprehended a Central Asian man, who sought to carry out a terror attack in one of the administrative buildings in the Moscow Region, the FSB press service told TASS Thursday.

"The FSB thwarted a terror attack in the capital’s region. The operation led to the apprehension of a man originating from the Central Asian region, born in 1999, who was plotting a terrorist attack in an administrative building using an improvised explosive device, acting under orders of members of international terror groups," the press service said.

The terrorist stashed away key items that FSB agents ferreted out, namely components for an explosive device. His communication devices contained a long history of messages with terrorists, downloaded instructions for concocting an explosive device, and video footage of his oath of allegiance to the terror group.

"The criminal planned to leave to a Middle East combat zone later in order to participate in the terrorist group’s activities," the press service said.

A criminal case has been initiated and an investigation is underway.

Two extremist cells eliminated in Russia’s North Caucasus Region


Its members actively promoted extremist ideology and recruited new supporters to the group, according to the Federal Security Service

MOSCOW, October 23. /TASS/. The Russian Federal Security Service (FSB) has eliminated two extremist cells in Karachay-Cherkessia and Dagestan, the FSB Public Relations Center informed TASS on Friday.

"The Federal Security Service in Malokarachayevsky District of the Karachay-Cherkess Republic and in the cities of Makhachkala, Kaspiysk and Izberbash in the Republic of Dagestan foiled the activities of two cells of the At Takfir wal-Hijra international extremist religious organization (outlawed in Russia) with a total number of more than 20 people," it said.
According to the FSB, its members actively promoted extremist ideology and recruited new supporters to the group. "They urged believers to reject secular laws and civil society institutions. They also advocated the creation of a theocratic Islamic state - a caliphate - in the North Caucasus," it noted.
During the searches, FSB officers seized, in particular, three grenades, three Makarov pistols, 190 copies of pseudo-religious literature and five handwritten texts of lectures by extremist preachers.

The FSB directorates in Karachay-Cherkessia and Dagestan have initiated criminal cases to identify the organization’s members and bring them to justice.

Russia’s FSB detains Islamic State fundraisers in Tatarstan, Crimea

They raised funds under the guise of a charitable organization and transferred money to militants overseas, according to the FSB

MOCSOW, February 16. /TASS/. Russia’s Federal Security Service (FSB) has detained terrorist financiers in Tatarstan and Crimea, the FSB said in a statement.

"The FSB and the Federal Financial Monitoring Service have identified Russian nationals in Crimea and Tatarstan, involved in the funding of the Islamic State international terrorist organization outlawed in Russia," the statement reads.

"Several people have been detained. In 2015-2019, they raised funds under the guise of a charitable organization and transferred money to militants overseas," the FSB added.

Communication, computer and magnetic storage devices were seized during searches. Criminal cases have been opened under Articles 205.1.1.1 and 205.1.1.4 of the Russian Criminal Code (promotion of terrorist activities).

FSB foils terror attack on power facility in Kaliningrad Region

The motivation for the attack having been plotted was hatred for incumbent authorities, the Federal Security Service told TASS

MOSCOW, March 4. /TASS/. The Federal Security Service (FSB) has apprehended a Russian national plotting a terror attack on a power facility in the Kaliningrad Region out of hatred for authorities, the FSB press office told TASS on Thursday.



"The Federal Security Service has foiled a terror attack on a power facility in the Kaliningrad Region. A Russian national who was plotting to commit it out of hatred for incumbent authorities has been apprehended," the press office said.

The man was also recruiting residents of the Kaliningrad Region for participation in terror activity, the FSB said.

"An improvised explosive device, instructions on its production, components for synthesizing explosives and materials of insulting nature targeting the Russian executive and legislative authorities have been seized at his place of residence," it said.

The perpetrator called himself a suicide bomber in a video footage taken on the site. "Are you specifically determined?" an FSB operative asks him. "Yes, I am a suicide bomber," the man replies.

As the FSB’s video shows, the man said witnesses were not needed and refused to sign any papers.

A criminal case has been opened against the terror attack plotter. A measure of restraint is being chosen for him, the FSB said.

Militant who plotted terror attack eliminated in Dagestan

An improvised ‘suicide bomber’s belt’ ready for use was found at the site of the shootout, according to the National Anti-Terror Committee

MOSCOW, March 11. /TASS/. A militant who plotted a terror attack was eliminated in a counter-terror operation in Makhachkala in the North Caucasian Republic of Dagestan, the National Anti-Terror Committee’s information center told TASS on Thursday.

"In the course of a counter-terror operation on March 11 to frustrate preparations for committing a terror attack in Dagestan, a militant who put up armed resistance was neutralized. An assault rifle, a large amount of ammunition for it and an improvised ‘suicide bomber’s belt’ ready for use were found at the site of the shootout," the National Anti-Terror Committee said.

None of the civilians was hurt and there are no casualties among the law enforcement personnel. The security forces are taking all necessary detective and investigative measures, it said.
