I think the requirement for the RAF Photographers competition was that the photographer (person behind the camera) was RAF while the photograph itself could show a lot of possible motives. These guys in the boat may not be RAF, but I don't see Royal Marine Commando patches either. Anyone recognize that shoulder flash with the winged beast?

Well, they share a border with Peru across lake Titicaca, so that might justify some amphibious forces with small watercraft.
