Yes, ironically Willie, George V and Tsar Nicholas were all cousins. Queen Victoria's children married across Europe's royal houses in the 19th century, so there were multiple familiar ties. Wilhelm's mother was Victoria, Princess Royal, who married the second German emperor Frederick III.
