Actually, having looked at this pic again it seems that the far track is longer than that in the forefront. its probably just a mod of a normal half track because of a lack of parts to repair damage.
Its a 37mm single barrel and the vehicle looks to be an SdKfz 10. And you are right, it does look as though the last road wheel has been removed and the track shortened.
