Fairey Swordfish carrier landing

I'm not entirely sure what this controller has in his hands while directing the Fairey Swordfish in to land on the carrier?, this is what I would have expected to see, anybody any ideas

I can't find anything about this system but it looks to me to be an electric light version of "paddles", maybe for low light level use. I am basing that on what appears to be electric cables running from each "paddle" and they simply "look" like small spotlights where the normal paddles would be. Night carrier ops didn't exist then so I am thinking it was a system for use during low light levels so the pilot could still get optical direction from "paddles" on landing
