After Mussolini formed the RSI - at Hitler's order. Much of that military force was used in anti-partisan actions in the Balkans. The few remaining Italian Navy assets were sent to the Black sea where they saw no action. This is one of 6 Italian midget submarines who were most likely glad to sit the war out.
