It refers to a a 2nd Battalion chap who could have been in this picture or at least have been at this location at some time.
The text reads
Private 7082, Edward Samuel WOOLF, 2nd Devonshire Regiment, died on the 16 January 1915 aged 45. at Boulogne. He was the son of Edward Samuel and Mary Woolf of Abbeyfield, Sandbach, Cheshire and Haslington Hall, Crewe. He is buried in Boulogne eastern Cemetery, Pas de Calais, France
August 1914 : in Cairo, Egypt. Returned to England 1 October 1914 and came under orders of 23rd Brigade in 8th Division.
6 November 1914: landed at Le Havre.
