Can you identify this pistol?

This small pocket, (or purse) revolver has no maker's details or serial number. It appears to be .25 calibre, 5-shot and I suspect it is quite old:

I believe it to be Belgian, according to the proof marks, but still having trouble finding out the manufacturer.

Should have said that the only mark not identified as a Belgian proof mark, is the 'C' with star(?) above it. Maybe that's a maker's mark?

A lot of revolvers like that were often made in Belgium.
