Armyreco, could it be a variant of the BM-21 or 9m22u 'Grad'(Hail) MLRS? Both have 40 missile tubes.

I think its safe to say it is of the BM21 family however I have not seen them mounted on a truck of this type. I cant find this variant anywhere on the www either.

Armyreco - do you know the country of origin?, I see the red star on the side of the cab, so i assume Russian ?.

its not identical but it just shows how easy it is to fit to any platform, this is a Chinese T90 variant of the 122mm BM-21.
