A public inquiry into the deaths of the four young soldiers at the Deepcut Army barracks has formally been ruled out by defence secretary Geoff Hoon.
Mr Hoon said there had already been various investigations including a 15-month inquiry by Surrey Police.
The Commons debate on Tuesday into a possible inquiry was raised by Welsh Liberal Democrat MP Lembit Opik.
A newspaper had claimed on Sunday that previously unpublished documents showed top Army figures had ignored warnings.
The Observer said it had obtained 10 documents showing the Army was aware of psychological pressures facing recruits, but was struggling to meet its duty of care because it was overstretched.
